Constructed within a popular park, the library attracts local families and other patrons to a broad range of cultural and educational community services, programs and events. Technology and creativity are weaved throughout the space with design features and audiovisual amenities. Floor-to-ceiling windows and a series of large skylights allow natural light to permeate the circulation areas. Collaboration, service, and sustainability were project goals shared by the County and the Design-Build team. The result is a benchmark project for all stakeholders involved.

The Sunshine Skyway Rest Areas and Seawall Repairs is the perfect example of using design-build delivery to achieve superior design and deliver a resilient project with uninterrupted service on schedule and budget. The project included the replacement of existing rest area facilities. But during procurement it was determined that the causeways and rest area buildings were located within the FEMA velocity zone. The design-build team developed a strategy to construct highly resilient new facilities on piles above FEMA flood elevation of 13 feet. Each new ADA-accessible building included security and maintenance offices, vending areas, picnic pavilions, and seawall protection.

Garney served as Design-Builder for Hillsborough County's River Oaks Diversion Project, which included a wastewater pump station, wastewater transfer force mains, outfall, reclaimed water main and plant demolition. The project was integral in allowing both the transfer of 24 million gallons per day (mgd) flows to the newly constructed Northwest Regional Water Reclamation Facility and the demolition of the aging River Oaks Advanced Wastewater Treatment Plant. This project provided an extraordinary opportunity to make a significant, positive impact on the surrounding community when construction of this magnitude and nature could so often be viewed as a burden to the public.

This $4,924,003.24 contract consisted of 7,000 tons total of asphalt; 1,000 tons OBG 1, 3,000 tons SP 12.5, and 3,000 tons of FC 12.5 . This project was the first of its kind in Florida. It involved the widening of the asphalt shoulder along the I-275 corridor in Pinellas County from south of Gandy Boulevard to 22nd Ave for a pilot program to allow Pinellas Suncoast Transit Authority (PSTA) to run express buses more efficiently through the area. The goal of the project was to help busses avoid congestion along I-275 by creating a buses only travel lane for use during specific traffic conditions on their route from St Petersburg to Tampa. For Ajax, the project consisted of designing and constructing the new widened shoulders, installation of new lighting along the roadway, and the installation of a ramp metering system on four specific ramps. The ramp metering systems help to control the flow of traffic from four specific on-ramps onto I-275 to ensure no busses traveling on the shoulder have any potential conflicts with incoming traffic. Construction was completed in February of 2021 with PSTA beginning services utilizing the upgraded corridor in June of 2021.

The San Carlos Pumping Station is one of the City of Tampa's main pump stations and now has an upgraded capacity of 55 million gallons per day (MGD) of raw sewage. This progressive design-build project required the complete removal and replacement of all existing pumps, piping, valves, electrical and instrumentation systems, and retrofit of the wet wells to add submersible pumps for daily flows. All work was accomplished while the pump station remained active and did not interfere with the daily life of the surrounding neighborhood. This project required multiple phases of construction, extensive planning, and maintenance of plant operations.
