The Citys historic downtown riverfront district was slow to experience redevelopment. Redevelopment was hampered by small and irregular lot shapes that could not economically support stormwater treatment nor parking needs. The City elected to proceed with an enhancement project utilizing Progressive Design-Build to address the stormwater storage/treatment issue and increase parking while enhancing the streetscape and public access to the many public facilities. A walkable downtown centered around the riverfront and adjacent park with entry gateways was a part of the overall goal. Bordered on the north by the Imperial River and South by Oak Creek, the bridges were enhanced with open railings to create the entry features, and two roundabouts were constructed to eliminate existing traffic signals and while calming traffic.
